Follow up Assistance
By participating in country diagnostics, countries will also have the opportunity to access follow-up assistance. Although it is not to be expected that all countries will look for such assistance to advance the recommendations of the diagnostic, some may seek support of expert resources in particular areas or more generally at their option. The Access to Insurance Initiative stands ready to support such implementation initiatives or to assist countries in accessing other funding sources for this assistance.

The challenge is to elaborate balanced standards
Armando Vergilio dos Santos Junior, Chair of the IAIS Subgroup on Microinsurance and Superintendent at the insurance supervisory authority in Brazil (Superintendencia de Seguros Privados - SUSEP) on an optimistic note mentioned that, “Microinsurance holds the promise for a massive expansion globally and is bound to contribute towards realising the goal of access to insurance tremendously”. He emphasised: “The challenge before us today is to elaborate standards that allow low‐cost delivery of insurance services without exposing customers to unnecessary risks and costs. It is a challenge we will meet.”
Country Diagnostics
The Access to Insurance Initiative country diagnostics aim to:
- Investigate and understand the insurance market and regulatory, policy and supervisory practices as far as they influence access to insurance markets for the underserved parts of the community;
- Provide practical, pragmatic and prioritized policy recommendations;
- Support the dissemination of key learning examples that may be useful in the broader international context; and
- Bring key learning examples from other jurisdictions to the jurisdiction.
The key elements of this process are:
- A high degree of ownership by the national insurance supervisor to spearhead an industrywide learning process;
- Engaging all stakeholders in the dialogue and change process;
- Using a consistent methodology and process;
- Reflecting the relevant IAIS (International Association of Insurance Supervisors) standards and partnership;
- Contributing and drawing on learning in a regional and global community; and
- Facilitating access to follow-up assistance (see box on the left).
In the case of the Initiative, a global and consistent methodology has been developed. For countries, the use of the Access to Insurance Initiative methodology has several advantages. It ensures:
The Initiative operates in partnership with the IAIS being the international standard setter and forum of insurance supervisors. The Initiative supports countries and the IAIS in its efforts to develop global standards and guidance as well as to assist in the implementation of those standards.
Contributing to and drawing on learning:
The country diagnostics conducted under the Initiative will contribute to and benefit from international learning. This will be facilitated through:
- Regional and global dissemination
- Synthesis
- Developing an expert cadre
